Three Major Education Organizations Issue Joint NCLB Reauthorization Recommendations

The Council of Chief State School Officers (CCSSO), National Association of State Boards of Education (NASBE), and National Governors Association (NGA) joined forces to send recommendations for the No Child Left Behind reauthorization to the House and Senate education committees. 

The recommendations pinpointed eleven areas the organizations would like to see addressed: 

  • Allow states to use growth models and multiple measures to gauge student progress.
    Ensure that states retain the authority to choose testing instruments, rather than moving toward a national test.
  • Differentiate approaches to reward or deliver consequences to schools failing to meet adequate yearly progress according to how close or far they are from meeting AYP; offer services to improve student learning before school choice.
  • Include students with disabilities and English language learners in state accountability systems while building in sufficient time and flexibility in type of assessment used to enable their gains to be accurately measured.
  • Provide a variety of incentives to enable schools and districts to better recruit and retain talented teachers; provide more latitude in the path to attainment of "highly qualified" status.
    Provide enough resources to enable states to fulfill NCLB requirements and help underperforming schools.
  • Take steps toward high school reform, including providing funds for more students to take Advanced Placement and International Baccalaureate courses; offer resources for dual enrollment and early college programs; promote the use of technology for e-learning and "virtual high schools."
  • Give states incentives to voluntarily improve standards in alignment with international benchmarks.
  • Ensure that NCLB explicitly recognizes state authority for K-12 education.
    Make sure NCLB aligns with other federal education laws to improve education and ensure smooth transitions for students.
  • Improve the peer review process, with a push toward consistent peer review standards, outcomes, and time frames.
